IANA Stewardship Transition, Comments Due ICG by Feb 4th 23:59 UTC

IANA Stewardship Transition Coordination Group – Announcement Regarding Community Comments - ICANN: The IANA Stewardship Transition Coordination Group (ICG)'s Request for Proposals [PDF, 84 KB] from the operational communities noted the following: "While the ICG is requesting complete formal proposals through processes convened by each of the operational communities, and that all interested parties get involved as early as possible in the relevant community processes, some parties may choose to provide comments directly to the ICG about specific aspects of particular proposals, about the community processes, or about the ICG's own processes. Comments may be directly submitted to the ICG any time via email to icg-forum@icann.org."

The ICG will next be discussing the protocol parameters and numbers proposals (info below) on February 6. As such, the ICG requests that community comments concerning those two proposals or the processes used to create them be received by February 4 at 23:59 UTC (time convert). Comments received after that time will not be considered as part of Step I of the ICG's Proposal Assembly and Finalization Process [PDF, 89 KB] for the protocol parameters and numbering proposals.

The Consolidated RIR IANA Stewardship Proposal (CRISP) Team submitted the Internet numbers community’s response to the Request For Proposals issued by the IANAStewardship Coordination Group (ICG).

The CRISP Team have considered all comments expressed on ianaxfer@nro.net mailing list before the deadline of UTC23:59 12th Jan 2015, and incorporated key points in the proposal.

ICG Call # 7 – Wednesday, 12 November – PRIVATE;
Update (9 November 2014) – the ICG has decided to close this conference call to observers: in the context of the Request for Proposals for the secretariat function, the Selection Team has requested that the discussion be held in private to discuss details.
The next two conference calls (after Wednesday 12 November) are scheduled to be open to observers:

ICG Call # 8 – Wednesday, 26 November at 02:00-03:00 UTC (time converter here) which is 9:00 10:00 pm EST Tuesday 25 November, in the US; and

IANA Stewardship Transition, Report of ICG Conference Call October 29

The IANA Stewardship Transition Coordination Group (ICG) held its sixth conference call on Wednesday, 29 October 2014 from 12:00-13:00 UTC.

The sole item on the Agenda: Procurement of the Secretariat for the ICG

Secretariat candidates' identities were not disclosed, but there are two final candidates. Decision to be finalized on or before November 15, 2014.

Additional discussion concerned future calls and meetings (dates/times) and the uncertainty about the ICANN meeting in Marrakech. The ICG has handed off substantive IANA transition work to "three communities" (names, numbers, protocols) it maintains are the ones affected by the IANA Stewardship Transition via RFPs (Requests for Proposals) with a tight timeline in order to submit its final proposal to the ICANN Board of Directors for transmission to the US Department of Commerce's NTIA well before the "final deadline" of September, 2015.

Work has started in the "three communities"--e.g., IETF's (protocol parameters) latest draft is at: http://www.ietf.org/id/draft-ietf-ianaplan-icg-response-02.txt--but according to ICG member Keith Drazek (via chat window during the ICG call): "I would also point out that the Naming community is struggling with the January [15, 2015] target date for delivery, so scheduling should take that into account." 

The ICG timeline  originally indicated that the ICG would submit its proposal directly to the NTIA. Subsequently, the NTIA indicated that the proposal was to be submitted via the ICANN Board of Directors which has led to concerns that the ICANN Board may modify (or even reject) the final ICG proposal. WEF Netmundial Initiative Meeting Feedback Positive; Next ICG Meeting

The World Economic Forum’s Netmundial Initiative meeting yesterday, has received mostly positive feedback, example:

“I want to thank the World Economic Forum for taking on the important task of facilitating discussions for the global Internet community on how to apply the NetMundial Principles in practice. I hope the framework for these discussions is open and transparent and allows for the participation of all interested parties. These discussions also should consider how to build bridges between the NetMundial initiative and existing governance institutions and processes, including the Internet Governance Forum, taking care to complement and bolster them through its work. The U.S. Department of Commerce looks forward to working with all the stakeholders on this important effort.”

The IANA Coordination Group was convened by ICANN as a result of the NTIA [US Department of Commerce] announcement to transition US Government IANA functions to the "global multistakeholder community" --

NTIA Announces Intent to Transition Key Internet Domain Name Functions | NTIA: "To support and enhance the multistakeholder model of Internet policymaking and governance, the U.S. Commerce Department’s National Telecommunications and Information Administration (NTIA) today [March 14, 2014] announces its intent to transition key Internet domain name functions to the global multistakeholder community.
